More identity fraud

American Express arbitrarily lowered my credit limit a couple of weeks back. I called Experian to get my complimentary credit report and discovered two accounts that I didn’t open. Turns out someone got Paypal Buyer Credit and a snazzy Macy’s credit card in my name.
